Jennifer Kavanagh is the director of military analysis at the Washington-based Defense Priorities think tank, and a contributor to Brown University’s Cost of War project. She previously worked at the RAND Corporation, and holds a Ph.D. in Political Science and Public Policy from the University of Michigan.
